North St-Boniface Secondary Plan and Planned Development Overlay Review
Back in July of 2013, Entreprises Riel worked first with the Provencher Boulevard Business Improvement Zone to encourage the City of Winnipeg to develop a new Planned Development Overlay for Provencher Boulevard (PDO) and Secondary Plan for North St-Boniface. A PDO establishes guidelines to permit a creative mix of uses, flexibility in design standards and often promotes a mix of residential and commercial business activities within the same project area to encourage and support walkability and pedestrian activity. This tool will help guide and shape the future of the Boulevard in a way that is consistent with the community vision.
Working with the city’s Property, Planning and Development department, a public open house was conducted in June 2016 and the Planned Development Overlay for Provencher Boulevard and Secondary Plan for North St-Boniface were officially adopted by City Council on July 19th, 2017.
Over the last year, this work has proven successful based on the level of new private investments seen lately in old St-Boniface. This contributes to the vitality of the area and helps stimulate the commercial district.
